Start with defining your needs.
How many colors are you planning to do?
How many do you see expanding to?
What sort of samples will you be doing (rare event, micro particles, bacteria, normal lymphs, etc)
Second, consider who is going to run the instrument, and manage it.
Third consider the secondary market. You might be able to pick up a machine there that meets your needs.
I would also read Ryan Duggan's excellent blog on this topic: http://ucflow.blogspot.com/2013/07/10-tips-for-purchasing-your-next.html
Each have their strengths and weaknesses.
